Who is Targeted Youth Support (TYS) aimed at?
Targeted Youth Support is aimed at helping vulnerable young people early, and in addressing their difficulties as soon as possible, preventing their problems from escalating. This includes preventing them from becoming involved in offending or committing anti-social behaviour. Targeted Youth Support is able to work with young people who may not meet traditional thresholds for statutory services such as Children’s Social Care or specialist services such as a substance misuse team.
Who should be referred to Targeted Youth Support?
In North Yorkshire, Targeted Youth Support is available for young people aged 11-19 years old (and up to 25 years old for young people with Learning Difficulties and Disabilities). Targeted Youth Support practitioners can also work with parents and carers to assist them in meeting their child’s needs where this is appropriate.
Targeted Youth Support is designed to provide co-ordinated early intervention where young people have unmet needs that cannot be provided for by a single service. These may include poor school attendance or multiple exclusions, experimenting with drugs and/or alcohol, difficulties with family relationships, starting to commit offences or display anti-social behaviour, unsafe or inappropriate sexual activity.
The North Yorkshire ‘Vulnerability Checklist’ provides further examples but if in doubt please contact your local Hub (see below). It would be usual for young people requiring Targeted Youth Support to have a number of these issues.
When is a referral not appropriate?
TYS is not a crisis service. If there are safeguarding issues the person should follow North Yorkshire Safeguarding Board procedures which can be found at www.safeguardingchildren.co.uk
Who can make a referral to Targeted Youth Support?
Anyone can make a referral to Targeted Youth Support. This may be a young person who self refers, a parent/carer or a practitioner.
How do I make a referral to Targeted Youth Support?
All referrals should be made via the local Integrated Youth Support Hub (see list below). Referrals will be accepted via drop-in, phone, email, fax, or post. If you are a young person or a parent or carer the Hub staff will complete the referral form for you with information provided by you. Professionals will need to complete a referral form.
Young people must give their consent for a referral to be made to Targeted Youth Support. The person making the referral will be responsible for obtaining the consent.
For young people aged 11–12 parent/carer consent will also be required and for young people aged 13+ it will depend on their level of understanding and the issues they have.
If I have referred a young person how will I know what has happened?
If you have referred a young person, you will be advised of the action taken and where appropriate the allocated Targeted Youth Support practitioner.
